ACI helps strengthen security at Cambodia’s Techo International Airport

The Airports Council International (ACI) Airport Excellence (APEX) review programme in Security was successfully conducted at Techo International Airport (KTI) from 5-9 October 2026 in Phnom Penh, hosted by Cambodia Airports and Cambodia Airport Investment Co. (CAIC). It was the first ever APEX review conducted in Cambodia.

Mr. Gary Leung, Senior Manager, Security and Facilitation at ACI APAC & MID joined the review team to share insights and provide recommendations to help the airport strengthen security compliance and efficiency. Opened in September 2025, KTI replaced the former Phnom Penh International Airport as the city’s main airport.

Other team members consisted of security experts from Hong Kong International Airport, Changi Airport, Narita Airport, Incheon International Airport and Hyderabad Airport.

Launched in 2017, APEX in Security is a peer-to-peer assessment that aims to help airports improve compliance with ICAO Standards and Recommended Practices (SARPs) and increase adoption of international best practices. With a proven record, over 60 APEX in Security reviews have already been conducted globally, driving long-term resilience for international aviation security advancement.

During the week, Mr. Leung also took the opportunity to pay a courtesy visit to the office of the State Secretariat of Civil Aviation (SSCA). It was an engaging and fruitful discussion with H.E Phan Chantuch, Aviaton Security Director of SSCA.

The APEX review in Cambodia reaffirmed ACI’s commitment in advancing global’s aviation framework, through continuous collaboration with authorities and industry stakeholders.
