Analyst, Airport traffic, Economics and Policy
Work location: Hong Kong office, or remotely in home country within Asia-Pacific or Middle East
ACI Asia-Pacific & Middle East (Airports Council International), the voice of airports in the world's most dynamic aviation regions, is seeking an exceptional and intellectually agile Analyst to join its high-performing Economics Unit. This position plays a central role in advancing ACI’s strategic agenda in the areas of airport traffic analysis, connectivity performance, economic policy design, airport charges, regulatory advocacy, and cargo economics. The Analyst will work for Senior Manager, Airport Economics, and contribute to shaping the policy landscape for airport operators across Asia-Pacific and the Middle East, and support the development, execution, and oversight of major studies undertaken with external consultants. This position requires a combination of economic insight, data fluency, project discipline, and public policy awareness.
Key responsibilities:
1. Airport traffic analysis and forecasting (passenger and cargo)
- Analyze airport traffic data across both passenger and cargo segments, identifying trends, anomalies, and market dynamics.
- Build and maintain traffic forecast models incorporating macroeconomic indicators, airline capacity developments, policy changes, and demand-side signals.
- Produce timely and insightful analyses to support advocacy positions, investment planning, and strategic member engagement.
- Support scenario development and forecasting related to long-term demand, capacity constraints, and resilience planning.
2. Connectivity and accessibility assessment
- Contribute to the ongoing development and refinement of the ACI Air Connectivity Index, with focus on methodology, data inputs, and interpretation of results.
- Support the forthcoming Cargo Connectivity Index, distinguishing between bellyhold and dedicated freighter services, and mapping structural dependencies between global trade flows and airport cargo performance.
- Analyze bilateral and multilateral Air Services Agreements (ASAs), market liberalization trends, and their impact on airport connectivity and strategic positioning.
- Assess the economic and social importance of key origin-destination markets across Asia-Pacific and the Middle East.
3. Airport charges, economic regulation, and policy research
- Conduct technical research on airport user charges, pricing structures (e.g., single vs dual till), and economic regulation models (e.g., price cap, hybrid regulation, light-handed oversight).
- Analyze the interplay between capital expenditure, traffic recovery, inflation dynamics, and revenue needs in regulated vs unregulated environments.
- Monitor regulatory consultations and provide analytical inputs into ACI’s submissions to competition authorities, civil aviation regulators, and ministries.
- Support work on taxation, non-aeronautical revenues, ESG-linked financial instruments (e.g., green bonds), and airport concession frameworks.
4. Consultant oversight and project management
- Serve as project officer for high-impact studies conducted with external consultants on topics such as:
- Airport competitiveness and investment
- Regulatory benchmarking and reform
- Airport retail and non-aeronautical revenue trends
-Infrastructure financing and investment recovery - Draft and manage RFPs, evaluate proposals, and support contractual arrangements.
- Monitor project implementation milestones, ensure quality control, and drive alignment with ACI’s broader policy objectives.
- Coordinate data provision, stakeholder interviews, and member consultations to inform the research process.
5. Advocacy, working groups, and stakeholder engagement
- Draft briefing materials, slide decks, issue papers, talking points, and technical notes for external meetings, including ICAO, regional regulators, and member consultations.
- Support the management of relevant working groups and the regional economics committee.
- Represent ACI in technical workshops and forums and support public speaking engagements where appropriate.
- Liaise with member airports, national regulators, and regional bodies to ensure technical credibility and policy relevance of ACI outputs.
Qualifications and experience:
- Bachelor’s degree in economics, engineering, public policy, transport studies, data science, or a related field from a recognized institution.
- 2–3 years of experience in aviation, transport, infrastructure, consulting, or regulatory policy environment, preferably with exposure to international institutions.
- Knowledge of airport financial models, economic regulation principles (e.g., RAB, WACC), and infrastructure investment dynamics.
- Familiarity with air traffic forecasting techniques, capacity metrics, and performance indicators across both passenger and cargo domains.
- Proven experience managing or supporting consultant-led studies or policy projects from inception to delivery.
- Sound understanding of the economic policy frameworks governing air transport and airports, including ICAO policies (Doc 9082, Doc 8632), WASG for slot allocation and capacity management, and regional regulatory models.
- Familiarity with the structure and function of international air transport agreements and liberalization mechanisms (e.g., fifth to ninth freedoms).
- Proficiency in data visualization and analytical tools (e.g., Excel, Power BI, Python, or R); GIS or mapping capability is an asset.
- Impeccable command of written and spoken English, with demonstrated ability to write for professional and policymaker audiences.
- Ability to think strategically while maintaining high attention to detail in a fast-paced, multicultural environment.

Manager - Business Development
Work location: Hong Kong office, or remotely in home country within Asia-Pacific or Middle East
ACI Asia-Pacific & Middle East (Airports Council International) is seeking a motivated and results-driven Manager - Business Development to join our dynamic team. The ideal candidate will play a key role in supporting the business development efforts of the association, focusing on sales, marketing, and public relations initiatives. This position requires strong presentation skills and the ability to build relationships with members and stakeholders. This position reports to the Head of Member Services and Events.
Key Responsibilities:
- Create and execute business development strategies to drive membership growth and market expansion within the Asian and MID Region.
- Conduct market research to identify new business opportunities and trends.
- Collaborate with the Membership, Events and Communications teams to create and implement effective marketing campaigns that align with business objectives.
- Create digital marketing and EDMs for both membership and events content.
- Prepare and deliver compelling presentations to potential members online and at industry events.
- Conduct sales calls, visits, virtual presentation/webinars, and organising roadshows to promote membership offerings
- Build and maintain relationships with members, partners, and stakeholders to enhance business opportunities.
- Support the Membership team in lead generation and follow-up activities.
- Monitor and report on the effectiveness of business development initiatives and adjust strategies as needed.
- Participate in networking events and industry conferences to promote the association and its services.
- Providing professional and high-quality support to members
- Create membership brochure, pamphlets for association and marketing use.
Qualifications and Skills:
- Bachelor’s degree in Business Administration, Marketing, Public Relations or a related field.
- Minimum of 5 years of experience in business development, sales, marketing, or public relations.
- Experience related to the aviation industry preferred.
- Strong sales and marketing acumen with a proven track record of achieving targets.
- Excellent presentation and communication skills, both verbal and written.
- Ability to work collaboratively in a team environment and independently.
- Outgoing and appreciate to work with people of different cultures
- Proficient in Microsoft Office Suite, Canvas and CRM software.
- Knowledge of digital marketing such as SEO and SEM would be an advantage.
- Willingness to travel overseas for meetings and conferences.
- Proficient in oral and written English. Proficiency in Mandarin or another Asian language is an advantage.

Manager – Aviation Security & Facilitation
Work location: Hong Kong office, or remotely in home country within Asia-Pacific or Middle East
ACI Asia-Pacific & Middle East (Airports Council International) is seeking for a high-caliber candidate to join the team as Manager – Aviation Security & Facilitation.
The role involves promoting and advocating for the collective interests of airport members in airport operations related to security and facilitation. This position reports to the Senior Manager – Aviation Security & Facilitation.
Key Responsibilities:
- Assist in reviewing and monitoring the latest developments in airport security and facilitation issues in the Asia-Pacific and Middle East region, including the production of research report, to support the formulation of advocacy priorities of ACI Asia-Pacific & Middle East.
- Assist in providing secretarial support to the ACI Asia-Pacific & Middle East Regional Aviation Security Committee.
- Assist in setting up agenda, conducting meetings, writing minutes and implementing follow up actions and projects decided by the ACI Asia-Pacific & Middle East Regional Aviation Security Committee.
- Represent the association and assist in advocating for the interest for airports in aviation security and facilitation issues at national and international level whenever needed.
- Assist in promoting airport best practices in the area of security and facilitation by facilitating sharing of information amongst ACI members.
- Undertake special projects and other ad-hoc tasks and assignments as required.
Requirements:
- Bachelor’s degree in any discipline. Educational background in aviation management, airport operations, political science, international relations will be an added advanced.
- Minimum 5 years of working experience in aviation.
- Knowledge and experience in airport operations, aviation security & facilitation related to aviation is preferable.
- Excellent interpersonal, presentation and analytical skills. Ability to articulate complex technical matters in a clear and concise manners is important.
- Positive work ethics such as being independent, well-organized and result-oriented.
- A very good command of written and spoken English and desirably working knowledge of other Asian Languages as well.
- Highly adaptable, Self-organised and able to work remotely with an international team located in several countries.
