Request for proposal for the subconcession of provision of the ground handling and aircraft maintenance services at MIA and the invitation for pre-qualification for the subconcession of provision of the cargo & mail services at MIA

Macau International Airport has been in operation for 30 years, with a steady increase in passenger and cargo traffic that compares favorably to international standards. The volume of passengers and flights has reached a level that supports the introduction of additional ground service providers.

To align with the airport expansion and future development, Macau International Airport Company Limited (CAM) is progressively introducing competition mechanisms to enhance aviation services and foster healthy market development. CAM is transitioning from a single-operator model, which concurrently provided both Ground Handling and Aircraft Maintenance services and Cargo & Mail Services, to a new framework comprising two separate subconcessionaires for Ground Handling and Aircraft Maintenance services, and one subconcessionaire for Cargo & Mail Services, including operations within the airport cargo terminal and Macau International Airport Hengqin Upstream Cargo Terminal Project. In this regard, Macau International Airport Company Limited is pleased to announce the launch of the following opportunities, both commencing on 3rd September 2025:

1. Requests for Proposal – For the Subconcession of Provision of the Ground Handling and Aircraft Maintenance Services at MIA (No. MIA202501GH)

This Request for Proposal (RFP) aims to select highly experienced aviation services provider capable of delivering high-quality ground handling and aircraft maintenance services, ensuring safe and efficient operations across relevant airline activities at MIA.

The tender submission period will remain open from 3rd September 2025 until 12:00 noon (Macau local time) on 9th December 2025.
 

2. Invitation for Pre-qualification – For the Subconcession of Provision of the Cargo & Mail Services at MIA (No. MIA202502CM-P)

This Pre-qualification aims to invite experienced applicants to submit their Pre-qualification applications with relevant documents to demonstrate that their capabilities to provide cargo & mail services at MIA. Qualified operators, upon evaluation and assessment, will proceed to the subsequent RFP stage, through which CAM will select ONE highly experienced aviation services provider capable of delivering high-quality cargo & mail services, ensuring safe and efficient cargo operations for MIA.
