HKIAA welcomes Hong Kong’s first 5-year plan and 2026 policy address, including new visa arrangements to facilitate training for non-locals

The Chief Executive of Hong Kong delivered Hong Kong's First Five-Year Plan and the 2026 Policy Address on 16 September 2026. The Five-Year Plan outlined key initiatives for developing an aviation ecosystem with an edge, including a “front shop, back factory” industry cluster and Asia’s first aircraft parts processing and trading centre. The Five-Year Plan further outlined the initiative to develop Hong Kong into the Asia-Pacific hub for innovative low-altitude applications. The Hong Kong International Aviation Academy (HKIAA) fully supports these initiatives and will continue to nurture aviation professionals to meet the demand for talents arising from these developments.

HKIAA also welcomes the introduction of a new visa category in the Policy Address, whereby non-locals will be allowed to participate in short-term training programmes in Hong Kong. HKIAA will also strive to strengthen pilot and aviation professional training, in support of the Policy Address’s vision of developing a globally competitive aviation industry chain.

As the first civil aviation academy in Hong Kong, HKIAA is committed to providing diversified training opportunities and cultivating professional talent, enhancing Hong Kong’s position as an international aviation hub and regional training hub.
