
Airport Authority appoints Executive Director of Engineering & Technical Services

Airport Authority Hong Kong (AAHK) today announces the appointment of Tommy Leung as Executive Director of Engineering & Technical Services, effective from 1 October 2025. He will lead the management and delivery of all capital works projects at Hong Kong International Airport as well as the engineering and maintenance of various airport facilities and systems. Engineering & Technical Services is a new division integrating the Engineering & Technology and Third Runway Divisions.

Tommy Leung has been Executive Director of Third Runway since 2022. During his tenure, he oversaw the project management and successful delivery of the Three-runway System as planned in 2024. Joining AAHK in 1994, he held a number of senior positions covering technical services, terminal operations, and major development projects. He was Deputy Director of Third Runway Project Management from 2016 to 2022, before his promotion to Executive Director of Third Runway. From 2006 to 2009, he was Chief Operating Officer of the Hong Kong-Zhuhai Airport Management Company Limited.
Ricky Leung, Executive Director of Engineering & Technology, will retire from AAHK after 33 years of dedicated and stellar service at the airport, and take on the role of Chief Executive Officer of HKIA Management Limited, a subsidiary of the AAHK, where he will drive the company’s business forward through collaboration with Belt and Road countries for airport management opportunities.
