Ilia Lioutov is an economist, holding a degree from Concordia University in Montreal, Canada, with a specialized academic focus on international trade theory. Transitioning from academia to the aviation industry, he has applied his economic expertise to the intricacies of air transport, with a particular focus on the airport sector.


Before joining ACI Asia-Pacific and Middle East in 2021, Lioutov served as Director of Economics and Policy at ACI World, where he led numerous high-impact research and advocacy initiatives. Over the years, his work has encompassed critical areas such as airport management, ownership and governance structures, privatization, economic regulation, connectivity, competitiveness, and market liberalization. He has also represented the global airport industry in various international forums, including ICAO’s Air Transport Regulation Panel (ATRP), Airport Economics Panel (AEP), and Aviation Data and Analysis Panel (ADAP), as well as the ICAO Assembly and other key global gatherings. In addition, he has supported airports in consultations with airlines on airport charges and capital expenditure, ensuring balanced regulatory approaches and sustainable economic frameworks.


Fluent in English, French, and Russian, Lioutov brings a global perspective to his field. He has extensive experience in cross-cultural management, navigating diverse business environments and stakeholder relationships across regions. Beyond his professional endeavours, he has a deep interest in air transportation and 20th-century history. He also has a strong appreciation for classical music, opera, and ballet, and enjoys collecting fine bone china.
